Common sense dictates that the concerns of a people should also be those of the person at its head, because no sovereign takes pleasure in watching his people suffer. But can he solve all the problems raised by it population? Isn't its power limited to a partial satisfaction that requires the implementation of additional measures aimed at facilitating or enabling participatory development?
How do you satisfy demand that exceeds supply? The brain of a sovereign works at the rhythm of that of businessmen and geostrategists. The other skills are not left out; to try to respond favourably to multiple requests, the sovereign must go through at least all forms of specialization on a daily basis.
Equity in sharing
Everyone wants their share and no one must feel uncomfortable or marginalized. How can manage to show fairness when the quantity of the cake to be shared is less than the demand? Should everyone be given a very small portion? What is the actual population size? Does this population deserve to have a larger portion than this other population? Won't the other population feel uncomfortable? In any case, it is necessary to proceed to a share and to justify it. Another major difficulty in a context where nothing escapes the attention of an opposition always on the lookout for the slightest signs of embezzlement, and a press always ready to report on the reality despite the fact that the portion derisory which is reserved for her, exposes her to blackmails and seductions of the apostles of untruths which sometimes obliges her to take a position where she is supposed to remain neutral. The sovereign's brain works like the one of a railwayman. He keeps asking himself if it is not better to leave these populations here first since they have no other place to go. A satisfactory solution which can later be the reason for a rupture or hostility, especially when the time comes for reappropriation for a sometimes undecided cause.
