Analyze/The reality of a human group of intermediate size which is located between the clan and the Nation is not only effective within African countries. Everywhere in the world, we will always find people originating from a region, a tribe or a people who have his specificities which differentiate him from others. A singularity among many others which are all part of a plural and republican identity whose good management of diversity necessarily involves a set of agglomerated fragments of satisfaction on the scale of each Terroir so that all the populations of the Territory have palpable proof that they are all members of a Nation in perpetual construction.
Even if living together includes social inclusion, it is always better to do everything possible so that no Terroir feels wronged compared to another. The management of public affairs implies a constant satisfaction of each of the components of a homogeneous whole where even if the identity is intended to embrace the plurality symbolized by the Nation, each of the components of the whole, thinks first of himself because development must always start from the bottom, that is to say from the Terroirs which have within them a group of villages each with their own grievances. This is the reason why in Cameroon in particular, the populations, through their leaders or their most distinguished personalities, have a particular way of showing their gratitude to the head of State in particular, through a set of thanks which attests that the satisfaction of the Territory passes through another very important one which is located at the scale of each department and districts which make up the region. If in fact the African tradition which is characterized by a particular hospitality favorable to an exemplary living together, no village chief in particular can be satisfied when a neighbouring village enjoys a privilege from above, that he does not have. And even when we have the minimum necessary, it is not always enough; challenges are multiple as are the demands which reflect a concern to keep young people on site, through better management of local potential, better financially equip the municipalities, and build among other things, new infrastructures.
Republican living together
The State has the responsibility to do everything possible to promote social cohesion which involves the satisfaction of a local population called upon itself to contribute to this joy of living together at the local level. Republican living together is a question of harmonious and harmonized management of a Territory where everyone works at the local level with a view to development which must benefit everyone. If we must love each other and live well together because we belong to the same republic, we must help each other in this same march towards inclusive development where the other will not just be a stranger, or an individual who does speak the same dialect as us, but a member of the same republic as us, and with whom we must first dialogue by using the official languages provided by the republic, to better promote this republican living together because, the fact of putting the tribe and the vernacular language in particular as an obstacle to good integration, is a way of denying the fact that before being a set of singularities, we have in common a plural identity which also has rules to respect, for the good of the whole. Local development or the satisfaction of the demands of village populations in particular, is a prerequisite for national development, which always requires multiple efforts from a set of interdependent partners.

Who is this local leader who will not accept that foreigners come to invest in his locality? The reality of strategic interests in international relations includes the responsibility of the Terroirs and that of each of their leaders. The tribe cannot develop solely by its own means. It will always need support from above to better promote itself, and better value the whole Territory, just as those who are called upon to satisfy local populations cannot really achieve satisfactory objectives if they show flattering favoritism, or a reduced level of consideration which can lead one to believe that certain tribes are more important than others. The republican spirit must always take precedence over all the reductionist one, favorable to an exclusion which has no place in a context where the priority of priorities is not the satisfaction of a group of tribes in particular, but a progressive and concrete satisfaction of all the tribes, thanks to an attentive and benevolent ear, concerned to manage as best as possible the complexity of an enriching diversity which only requires the concrete put in practice of the values of justice and sincerity in a set of contexts where no one is ready to accept anything other than what they really want, because they know better than anyone, what is best for them.
